105 CMR 410:

Garbage and Rubbish Storage and Disposal

The owner of a dwelling containing three or more units, the owner of a rooming house and the occupant of any other dwelling shall be responsible for providing receptacles in sufficient number for the storage of rubbish and garbage. These receptacles must be located so that odors do not enter the dwelling. Garbage or mixed rubbish and garbage shall be stored in rodent-proof, watertight, covered containers. Plastic bags will not be considered sufficient. [410.600]

An occupant exclusively occupying or using any part of the dwelling is responsible for maintaining it free from garbage and filth. [410.602(B)]

The owner of any dwelling must keep any part of the dwelling which is used in common by all occupants free from garbage and filth. [410.602(D)]

Does it seem as if Douglas Pochini, the Property Manager of Kaliko Estates in Athol, Massachusetts, takes these Commonwealth of Massachusetts regulations seriously?

Not only does garbage often collect around the dumpster, giving off an offensive and disgusting smell, some tenants continue to allow their dogs to shit on common areas. This even though Kaliko Estates was cited for this very issue by the Athol Board of Health.

Kaliko Estates: No peace under the management of Douglas Pochini

There is no peace at Kaliko Estates on Riverbend Street in Athol, Massachusetts because the Property ,Manager, Mr. Douglas Pochini, is failing to address serious issues as they arise.

While he has served devout Catholics with a retaliatory eviction (which failed in a Court of Law), simply because they asserted their rights under the law, he ignores the real problem of other tenants who have routinely disturbed the peace.

The Athol Police Department has had to respond to various complaints at Kaliko Estates on an almost weekly basis. Tenants screaming profanity and threatening one another has been a problem; youths were seen opening mailboxes and throwing rocks at them. One tenant has considered filing for a Harassment Prevention Order from the local Court according to The Athol Daily News.

Kaliko Estates is making quite a name for itself.

Don't move there.
